Elderly Glen Carbon resident fraud victim, again. State Park man charged

Two days after his cousin was arrested for allegedly defrauding an elderly Glen Carbon man, James Boswell is accused of committing another act of home improvement fraud against the man.

Boswell, 32, of the 3100 block of Arlington Street in State Park, allegedly went to elderly man’s home on Dec. 19 and offered to resurface his driveway for a discounted rate of $1.75 per square foot, police said. The man agreed and Boswell, along with two unidentified men, spread an unknown compound on the driveway.

The trio asked to be paid in cash. One of the men accompanied the victim to his bank, where he withdrew $4,300 in cash and paid the man.

A later inspection of the driveway revealed that the driveway had not been resurfaced. Boswell’s cousin, Noah Boswell, of Pontoon Beach, was arrested on Dec. 17 for allegedly defrauding the same man by manipulating him into paying twice for repairs.

James Boswell was arrested in Granite City on Jan. 15 by the Madison County Sheriff’s office. He was in the area soliciting elderly residents for driveway repairs, police said. Boswell was spotted driving near the scene and pulled over. He was arrested on a felony warrant for aggravated home repair fraud and charged with driving on revoked license, improper display of registration and a defective windshield.

Boswell was also charged with driving with a revoked license, and seven other traffic offenses, when he was arrested on a felony aggravated driving under the influence charge on Oct. 30, 2013. A court date of Feb. 18 is scheduled for those charges.

Boswell is currently held in the Madison County Jail on $130,000 bond.
