The Illinois State Police announced Monday a way for residents to obtain a concealed carry permit if they do not have access to the internet.
Applicants can contact the department’s Firearms Services (FSB) Customer Service Center phone line at 217-782-7980 and provide the same concealed carry license application information that is currently required through the on-line process.
Callers must provide full name, any previous names, date of birth, driver’s license number or state ID, Firearms Owner Identification (FOID) card number, current mailing address, ten years of previous address history, training instructor’s name and the Concealed Carry Trainer’s Identification (CCTID) number. The fingerprint Transaction Control Number (TCN) is optional.
After the applicant’s FOID number and driver’s license or identification card are validated, payment must be made using credit card or electronic check. The applicant will receive the application completed with the FSB in the mail. Upon receipt, the applicant must review the application for accuracy, initial all required areas, answer the background check questions, and sign and date the application.
The applicant must also attach a 2-inch by 2-inch head shot photo (shoulder to head) taken within the last 30 days and provide all required training certificates. The completed application, photo, and training certificates must be returned to the Illinois State Police through the U.S. Postal Service before the application will be processed and a license issued.
To be eligible for a concealed carry license, Illinois residents:
- Must be 21 years-old
- Must have a valid Firearm Owners Identification Card
- Must have completed 16 hours of concealed carry firearms training provided by an ISP approved instructor, including classroom and range instruction
- Cannot have been convicted or found guilty of a misdemeanor involving the threat of physical force or violence to any person within the past five years
- Cannot have two or more violations related to driving while under the influence of alcohol, other drugs or intoxicating compounds within the past five years
- Cannot be subject to a pending arrest warrant, prosecution or proceeding for an offense or action that could lead to disqualification to own or possess a firearm
- Cannot have been in a residential or court-ordered treatment for alcoholism, alcohol detoxification or drug treatment within the past five years
If all of these qualifications are met, law enforcement can still object to the issuance of a license.
Illinois residents applying for a concealed carry license must be able to prove they have completed 16 hours of concealed carry firearms training provided by an ISP approved instructor, have a valid driver’s license or state ID and have an electronic copy of a head and shoulders photograph taken within the past 30 days.

A 5-year concealed carry license costs $150 for Illinois residents and $300 for out-of-state residents.
